Direct X Wont install - Windows Vista and Windows 7

I am running windows 7 32bit, direct X 11 with my ATI radeon 5770 and I am playing Wizardry 8, which is a direct X 7 game (also runs direct x 6 and open gl). But I did have to install direct x 9c update to run some of the other games I own (L4D and L4D2 require direct x 9) so is it because of DX9 that I can play older game, not 100% sure, but I would say that the game in question is playable in windows XP, VISTA is very picky with games that age and Windows 7 will play the games VISTA doesn't. I have somewhat tested this theory by testing a couple of games on a VISTA PC and a windows 7 PC. Now both systems are different so can't confirm possible hardware issues with these games, but they are games for Windows XP. The games run on the Windows 7 machine but not the VISTA machine, even in compatibility mode. So is the issue Windows, the PC, or another factor. I say try compatibility mode, and if you have a friend with a PC and VISTA or Windows 7, have them try run the game.
