NORFOLK, Va. — The Patriotic Festival is making its big return for Memorial Day weekend next weekend after festival organizers canceled the event in 2020 and 2021 due to the COVID-19 pandemic. I had to take out a loan to pay them off because the daily interest rate kept going up. They refused to give me a 10 pay off letter, so I had to figure out an estimate of what the payoff would be.
