NORMAL, Ill. (WMBD) — Officers from the Bloomington and Normal Police Departments discussed what pop-up parties are and what they are doing to address them on Wednesday.Officer Brad Park from the Normal Police Department and Officer Bryce Janssen from the Bloomington Police Department joined our radio partners on The Scott Miller Show on WJBC to discuss what pop-up parties are.Local concerns about pop-up parties have spread after a deadly shooting occurred near one in Normal. Normal officials trying to tackle pop-up party problems Park said a pop-up party is an event that is spread on social media and is shared with many people quickly, and overwhelms an area.Janssen said these parties are more likely to target populated areas like Peoria and Bloomington Normal.“They are not having these pop-up parties in rural communities, they are going to populated areas to push out their pop-up parties and to get high attendance,” Janssen said. “So That’s why they are choosing large communities such as Bloomington-Normal, Peoria, Champaign, Springfield, places of those sizes.”Park said they try to work with Bloomington police to stay informed about these parties.“We try and use what we can to be proactive,” Park said. “But it is difficult because that’s the purpose of that, they are trying to keep it not as public as it could be, they want to keep it hidden too because that’s kind of the goal, they want only the people they want to show up to be there.”The full interview can be watched here.Copyright 2024

SPRINGFIELD, Ill. (WICS/WRSP) — Neighbors tell us pop-up parties in Springfield have resulted in shootings, fireworks, drag racing, and drunk drivers.Police, city leaders, and businesses are now coming together to find a solution.Lincoln Park resident Bill Baskett describes these events as "chaos" and "mayhem.""We are concerned," Baskett said.Many of the pop-up parties have been near the Lincoln Park Neighborhood at the Qik-N-EZ on Fifth Street and North Grand Avenue.This past weekend, police were called to the gas station and convenience store after reports of dozens of cars and loud music.Kevin Smith lives across the street and says he was asleep when everything unfolded.He was quickly awakened when he heard what he says sounded like a cannon."We walk out on the porch, here we've got a party surrounding us," Smith said.Smith says he fears for his grandchildren and all the children in the neighborhood.After a separate pop-up party last year, Baskett says his neighbor woke up to two bullets in her porch after attendees allegedly drove around the neighborhood.But this isn't a new problem.Ward 5 Alderwoman Lakeisha Purchase tells us there have been four or five pop-up parties at this location.Assistant Chief Ken Scarlette with the Springfield Police Department says other places around town have also been popular party spots.From the beginning of the pandemic to now, "We've seen an increase in the number of parties," Scarlette said.Scarlette says their safety plan includes bringing in extra officers, even if it means paying overtime or enlisting the help of other departments.He says if they know about a party in advance, they can assign resources accordingly.But, much of the time, police find these parties while they patrol, meaning they have to call in backup.Scarlette says Springfield has no issue calling in resources from the county or nearby towns to help them if the situation gets too large.He says officer safety is a big priority because the situations often include a dozen officers compared to hundreds of partygoers, sometimes intoxicated and operating vehicles.Police and city leaders are also working with businesses to slow down these parties.Scarlette says police have been in communication with the North Grand Qik-N-EZ about how to best disperse parties there."We've also worked with other businesses specifically in that area to provide security, or they would provide security for their own lots," Scarlette says.That includes things like barricades, more lighting, and cameras.Scarlette says there is a "multi-jurisdictional operation plan" to deal with the parties, but Springfield Police aren't releasing some of the specifics.Purchase says the Qik-N-EZ will alter their hours to deter parties as well.She confirmed that the convenience will be shutting down in the overnight hours this weekend to protect their employees.A representative from Chronister Oil Co., Qik-N-EZ's parent company,

NORMAL (25News Now) - Normal Police have arrested a 19-year-old Chicago man suspected of fatally shooting a teenager and seriously wounding another during a pop-up party in September near Illinois State University.Donye Arrington was arrested with the help of U.S. Marshals in Chicago after a McLean County Grand Jury handed up indictments for the Sept. 29 shooting.Randall Glass III, 18, of from the Chicago suburb of Oak Lawn was killed. Another 18-year-old was wounded after authorities said more than 1,000 people showed up at a pop-up party that started at Normal’s Fairview Park and wound its way closer to campus.Arrington is charged with three counts of first-degree murder, each carrying an enhanced sentence of between 25 years to life in prison because a gun was used to commit the killing.Arrington is also charged with attempted murder, aggravated battery with a firearm, and unlawful use of machine gun parts. The charging document alleges Arrington had in his possession a switch, which converts the weapon into a machine gun.In a statement, Normal Police said the case remains active to “investigate and identify” additional suspects.“We extend our gratitude to our law enforcement partners and the community for their ongoing cooperation and support throughout this investigation,” the police department said.This story first appeared on 25News Now.Copyright 2024 WEEK. Click on the Show Bonds button. You are shown a pop-up box with your city's credit rating, and general status on bonds and interest rates. Click on the pop-up box to close it. Click on the Issue Bond button. You are given the current bond interest rate and asked if you want to issue the bond. Go ahead. Click Yes to issue the bond. Click on the Show Bonds button to see that it has been issued. Click to close the Show Bonds box. Later, when you have the money, you can come back here and repay the bond, but for now, let's move on. Click the Done button to close the Bond Payment books and return to the budget window. Look at the line just below Bond Payment. This is the financial information for your Police Departments.
